Public Private Partnerships (PPPs) have long delivered essential UK infrastructure, with the Private Finance Initiative (PFI) once seen as a fix for budget constraints. Yet PFI’s legacy is controversial—criticised for high costs, inflexibility, and mixed results. Today, with public finances constrained and infrastructure needs growing, a form of PPP is poised for a comeback. The question for many will be whether a new model can alleviate many of the entrenched concerns and provide better outcomes for both public and private sector stakeholders.
